Call for Expressions of Interest. Grant to implement Global Health Security Systems Strengthening activities in the Republic of Tajikistan. HEALTH EMERGENCY MANAGEMENT (HEM)

Short description: One of the key components of EpiC Tajikistan GHS activities is Health Emergency Management (HEM). Under this component EpiC will support the Ministry of Health and Social Protection of Population (MOHSPP) to (i) Introduce the 7-1-7 Outbreak Response Strategy through development of standards operating procedures (SOPs) and workshop, (ii) Maintain mobile rapid response truck and kits (PPE, point-of-care molecular assays, antibiotic stockpiles, animal - human investigation kits) through training and procurement, (iii) Conduct multi-sectoral outbreak simulation exercises (SIMEX-es): one zoonotic spillover scenario, one AMR hospital cluster scenario, (iv) Strengthen frontline health workforce on biosafety, zoonotic disease prevention, and outbreak response, (v) Development of Guidelines on Continuity of Integrated HIV/TB Services During Zoonotic Outbreaks, (vi) Building the resilience of entry point health services through trainings, mentorship, essential equipment support, and development of SOPs.

This announcement is a call for expressions of interest (EOIs) from local Tajik non-governmental organizations (NGOs) and civil society organizations (CSOs) to implement activities that contribute to strengthening national HEM systems and functions for emergencies through implementation of district-level activities for an eight-month period beginning February 2026, until the end of September 2026, with the potential for extension pending performance and continued donor funding. Through this competitive process, EpiC intends to select and award grants to those organizations in the Republic of Tajikistan that meet the criteria outlined in this document.
